Trust agreement grants me full authority to transact, and we are talking about transfers that are legitimate, reasonable, and fully allowed by the trust agreement. As such, Vanguard does allow me to transfer money out of the trust to my personal accounts at external banks. But not within Vanguard. Could you see a reason for such a restriction?

I had the same problem. The rep on the phone stated that the ability to freely move money between Vanguard accts is limited to avoid money laundering.
As there are paper / digital trails, and they are family accounts, I don’t get it. I now transfer using Ally as an intermediary step.
