I don't have any suggestions other than to call back, and I know that's frustrating. Even to do a chargeback I think the OP will need more evidence than exists now. Well... anybody can do chargeback; I mean to win a chargeback.
However it's a little discouraging to see all the comments in this thread that don't seem any more useful. There are lots of reasons for needing "real" Excel vs. any other spreadsheet, so I'd start with assuming that the OP needs/wants the genuine product. There is still the ability to buy the non-365 version but the OP shouldn't have anticipated the license issue that exists, and shouldn't anticipate that any other version would have a license that functions any better. I've had issues with licenses for downloaded MS products in the past, although I was able to resolve them.
