Speaking for myself, one of the reasons I have a large tilt away from the USA is that I have far greater trust in the rule of law and financial regulation of many developed international markets.
I don't disagree on the trust bit, but the small hit from double taxation in some foreign markets, and the greater dynamism of US markets outweigh the relative lack of trust. Overall, US rule of law and financial regulations may not be best in class, but they're still better compared to China or most other emerging markets. Yes, that is a low bar.
I think greater dynamism could end up being a euphemism for greater tolerance for frothy speculative behavior and innovative investing products in US markets. I do still have a large US equities position because I also realize that what I see as irrational market behavior may not be irrational or, more likely, could persist longer than I expect it to.
