I thought an hour's requirement was pretty much universal. It is good to keep up with the rules of the company if you or wife are not working full time and need the benefits.
This is generally a full time job. There are some slow periods where there is less work. I was very surprised by the average hours. We did spend a couple months traveling in the last year and that probably lowered the average hours more than we expected.

Edit to add: deducting 2 months off equates to 33 hrs/wk assuming a 40 hour week. So again, I am surprised the hours were that low.
When reviewing benefit eligibility, a company can choose whether to use “hours worked” or “hours paid”. Per the Notice, the Company uses “hours worked” which excludes paid time off, unpaid leave, etc.

If this is “generally” a full time job (i.e., 40 hours/week), your spouse must have taken a lot of paid-time off or unpaid leave to have only worked an average of 22 hours/week. If that doesn’t sound right, have you verified the company’s calculation?
