Sometimes Megacorps use unusual document/form printing techniques. They can assign a tracking number to an outgoing package before it has been printed and packaged. And the printing and packaging can be done far away, maybe even in another state. Some things might not get printed/packaged every day. Which is to say that until UPS scans the package the only way to determine its status is to likely call the originating person/office. There is some chance that delay might be due to an unresolved exception or issue with the initial request, following up is likely a good idea.
