I keep 20K worth of VUSXX in taxable. No bonds in taxable, all my bonds are in my IRA. The remainder of my taxable account is all in VTI and VOO. The tax bite on bonds is just too much for me to keep them in the taxable account.
If I do need, say 50K a week from today, I'll just sell 30K of VTI in taxable, and in my IRA I'll buy 30K of VOO or VTI and sell 30K worth of bonds. I have strategically harvested tax losses over the years. I try and do some tax loss harvesting whenever the markets go down enough. Because of that, I am unconcerned about any capital gains on my 30K of VTI sold in taxable. I've been using this approach for a while. In fact, I don't think I've paid CG taxes in the last 20 years.
