I agree with individual district being important, but in my experience it doesnt always correlate with being a 'top district'. It may depend on what you're looking for in particular. My point about state is that some states have a legal mechanism where you can push harder to get a kid's needs met and the district can't just say 'too bad, so sad'.I’d argue that on the gifted side of things it varies not just by state but by individual district as well. Part of why my default is buying into a top district. The ones we’ve lived in always had strong programs for the advanced kids, and that was something we looked for.
I agree on the challenges side of things, because there are relevant federal laws. For kids on the gifted side of different it varies more and some depends on state. Some states have laws that say gifted gets should get appropriate education. Some don't.
