I don't think speed limit signs is much of a factor. I have a $200 Garmin GPS in my car that knows the speed limits of almost every street, road, and highway in the country, block by block. It knows the location of every speed limit boundary within a few feet and signals a speed change within a second or two of entering a new speed zone. No cameras necessary.I've driven two cars from different makers that detect speed limit signs and even if the Tesla's detection is better, I am confident that it will sometimes miss speed limit signs, which matters if the car is doing the driving.
Of course signs may change, but there should be a national system to update the GPS database in real time that would be more reliable than cameras. Most of this data is already available in public GIS (Geographic Information Systems) to within a couple of feet.
