Fidelity's web site also has restrictions on federal and state withholding. Last year I couldn't get the web site to withhold federal without also withholding a certain minimum percent for Vermont. Five minutes on the phone with Fidelity and problem solved. Just ask them to withhold whatever dollar amounts you specify.The Vanguard page for me doesn’t let me change state withholding when Federal is 0% and does list my state.
