Even though Wisconsin does not officially have an N plan, his card from Cigna (Medco Containment) still has a capital N on the front. So clearly when you move into these states, if you have an N plan beforehand, they add all the necessary riders and let you retain your card showing that letter on it.
A Medigap policy provides nationwide coverage. In general, someone who started a policy while living where the policy was available when the coverage was started can continue to have the policy. That is even if the policy cannot be bought as a new policy in the state where the person being covered currently lives.
