given the amount on the bonus here, hire a CPA.
The amount isn't very much. The tax at the top rate of 3.876% on $60,000 is only $2,325.60. If you're going to ask an accountant you would have to ask one who's already looked at this.
I think most local CPAs should have experience with the states all wanting a piece. Our Massachusetts based CPA did a fine job of threading the needle among the 5 states that wanted a piece of my wife’s compensation, and represented our interests well when NYS performed an audit.

That said, maybe it’s simple enough to not need a CPA, although the disagreements here would suggest otherwise. For a $60k bonus, maybe just file giving share to NYS, none to NYC, and share to NJ. They will send adjustment letters; deal with them as they arrive :beer
