Yes, this is how the cliff functions. It was the same in 2021 & earlier before the enhanced subsidies were implemented.

MAGI cliff is $62K & change for a one person household, but my annual premium is $19K for a HDHP with $7K deductible. If I can manage to remain below the cliff, the annual premium will be $869 for the same plan.
It's very localized - if I put the same details in my state site, $62k AGI and single, I get a subsidy of only $67/month. Not premium, subsidy. I'd still be paying nearly all of the premium.
Do you live in one of the ten (?) states that did not expand Medicaid eligibility?

I freely admit that I am not familiar with plans outside of the Northeast.
