It's pretty obvious upon cursory inspection that this is referring to the ability to choose one's gas supplier.I am well aware that we can select our electric supplier and have done so for years. I am not aware that we can select a gas supplier and I didn't see anything on the sites you mentioned that would suggest I can. Perhaps I missed it.I don't know if you are aware, but it appears as if Massachusetts allows you to pick your own gas SUPPLIER. Eversource would still deliver the gas to you through their distribution network, but you would choose who you are buying that gas from.

You can even find price comparisons published on the Mass dot gov website. It appears as Eversource is one of the more expensive options, so perhaps switching to another supplier might help reduce your bill without having to go through the hassle of converting to propane.

With electric suppliers, I can pull up a page that shows the rates of various electric suppliers and I can select one and sign up. If such is available for nat gas, I would like to explore it. Of course, I would still have to pay the enormous distribution charge and the public benefit tax. That's the problem with selecting an electric supplier. The cost of the electric supply is much less than the distribution charge. So you can save a couple of cents on supply, but it doesn't amount to much off the total bill.
I mean, this is right near the top of the article in the first link: If you are a gas customer in Massachusetts, you have the option of choosing a natural gas supplier other than your gas company.
The second link even has tables with price comparisons.
Honestly, I don't know how much clearer Mass dot gov can make it.
