To move funds from my TIAA 403b into my Roth IRA (held at Fidelity), I first transfer from TIAA to my Traditional IRA (held at Fidelity), and from there into the Roth. I discovered this as a way to avoid 20% tax withholding that TIAA said was required for direct Roth conversions under my plan. Check to see if TIAA to tradIRA is allowed under your plan, and ask Vanguard about rules for converting funds from a Vanguard (or TIAA) tradIRA to a Vanguard Roth. I've had the tradIRA at Fidelity for more than five years.
