A few thoughts / reactions and follow-up questions:Writing your plan over time into an IPS is a great idea! Trying to "save as much as possible," is going to matter much more than your specific asset allocation tweaks.I am trying to simplify and rebalance my portfolio and be more intentional about planning for retirement beyond "try to save as much as possible", plus codify this into a family IPS.
- The cash is waiting to be deployed for eventual taxable and Roth IRA investments, so it's mischaracterized in my original post as "buffer".
- The 403(b) choices are quite bad (the S&P is the lowest ER of everything). Fortunately there is a strong employer match. I don't think I will be successful in lobbying my wife to lobby her association for lower fees

- If I rollover the IRA to TSP (80% certainty at this point), that should fix some of the wash sale issues. Part of the rationale behind including QCEQRX in the 403(b) was I will lose access to VTIAX (or VFWAX) in tax-advantaged. QCEQRX is also not ex-US and it is about ~63% US, ~37% International, which is why I proposed it at 50/50 to be a little closer to my international equity target. Post rollover into TSP, there is an "I Fund" which is international, but does not include emerging markets. Perhaps this could be an opportunity to drop QCERX from the 403(b)?
- Backdoor Roth is the only option due to AGI (no mega backdoor in either of our plans). I want to open a backdoor Roth for my spouse first (no pro rata issues), then one for myself after the rollover of the IRA into TSP. In terms of investment choices, as long as I do not transact within 30 days of a taxable sale, are there any concerns if I use the same VTSAX and VTIAX split as taxable?
Yes, this is along the lines of what I was thinking. If all G Fund, take a little higher weight in equities to compensate for the guaranteed return.We use G fund exclusively for our fixed income.
Since G has the possibility of returning a bit less than F (due to F having slightly more risk), we decided to have our AA be 65/35 instead of a more typical 60/40. There was no real science behind that choice, but it works for us.
