Personal Investments • Disposing of Terminated Registration Stocks

How does one dispose of stocks that have been issued SEC FORM 15 filings on them stating "Certification and Notice of Termination of Registration Under Section 12(g) of the Securities Exchange Act of 1934 or Suspension of Duty to File Reports Under Sections 13 and 15(d) of the Securities Exchange Act of 1934"? If these stocks cannot traded, why do brokerages still hold them and why are they unwilling to dispose of them? Is paying an exorbitant transfer fee for a paper certificate to a transfer agent the only way to get it off the books of a brokerage? If one transfers all assets out of a brokerage except for this "other OTC" stock that cannot be traded, will the brokerage close the account and somehow dispose of it?
