Just as an update, I received my 3rd letter today and as many have predicted, it was to inform me that they (the IRS) needs an additional 60 days. I am glad that I posted my original responses on this site because I received exactly what I was looking for, insight to other bogleheads experience. That helped me mentally to prepare for their most recent reply.
I appreciate the communities wisdom.
One possible actionable item to all is that this reinforces the importance of not overpaying the IRS through 1/4ly's or payroll deductions. Since this was my first time experience with such a large medical expense I could not have forcasted the possible large over payment, but my reaction would certainly be different if the IRS was not "holding" $4,000 of mine in limbo.
I hope that helps other possibly reevaluate their taxable situation.
