Didn't read every response, but I'll share my opinion in your scenario.

Since you are worried about power outages I would by a Honda EU2000i generator ($1,000) to plug the refrigerator in during power outage to save food. Then I would check into a hotel for the outage. Even at $250 night, if your average outage is 10 day a year, that is only $2,500 year in hotel cost. You can do this for 10+ years before off-setting the solar + battery cost.

Now if you really want solar and using outages as part of the justification, you can start sorting through all the net meeting changes with NEM3.0 and tax credits to determine if its right for you. We are also CA residents, with NEM3.0 I don't find solar to be right for us.
