Personal Consumer Issues • Anyone familiar with an electrical energy program called Community Solar?

I'd do thorough research and find out all the details. In part, your state laws determine how well you are legally protected. I've heard pretty solidly that "renting" out your roof to a company that pays for the solar panels is flat out not a good option. But I've heard less about the community solar options (and haven't actively researched those).
I'm not looking to put solar panels on my house. From what I understand in NJ, which my info is a few years old, we can't store energy to use it and we must give it back to the utility. We think it looks ugly although once everyone has them it'll be the norm. :D In the case of a storm and power outage, we would be just sitting there at the mercy of when the utility will get the power back up. A natural gas generator would be the way to go for us but we don't suffer from power outages too often, maybe 3 times in the 20+ years we've lived here and only for a couple/few hours.
