I am usually feel that the more general engineering degrees (chemical, civil, electrical, mechanical) are specialized enough for most undergraduates. That said, if the materials science program at this specific university is well-regarded and has sizeable enrollment then it is probably a perfectly good choice.
PE licensure is state-specific but in my experience it is important for the specific degree program to be accredited by ABET. Beyond that, the degree doesn't have to match the PE exam taken or completely define the licensed engineer's scope of competency.
