Is it simply because of simplicity and ease of management?
The wiki on the Three-fund portfolio says:
A three-fund portfolio is a portfolio which uses only basic asset classes — usually a domestic stock "total market" index fund, an international stock "total market" index fund and a bond "total market" index fund.
Emphasis mine on "usually." We're better off viewing the Three-Fund Portfolio less as prescriptive and more as descriptive.
