I don't know why everyone is willing to give detailed legal advice on Iowa landlord/tenant law here. We shouldn't and I won't, but here are a few things to consider:

A "cosigner" may or may not be a cotenant and may or may not have the right to authorize the landlord to clean the place out. My guess is that a non-resident cosigner does not have that right, but I'd check. An appropriate lawyer or a landlord association or website may have answers.

The OP hasn't specified whether the daughter is still present and living in the apartment or has skipped town and nobody knows where she is. If the latter, then the landlord may be planning on just having the apartment cleaned out and then changing the locks. If the lease is up and the tenant has left--and there are no other occupants--then that plan probably is OK. IDK what the law is in Iowa regarding property that tenants leave behind.
Is there is a difference between "co-signer" on a lease agreement, vs, 2 tenants signing a lease equally, so the rental application has 2 names and is signed by both, the lease is under 2 names (ie: husband and wife) and listed that way, and signed in 2 places be each?
